White Hat SEO only utilizes tactics that are in line with Google's terms of service. Black Hat SEO mainly deals in spam and a set of tactics that violate Google TOS. Does Black Hat work? Sure, it can work exceedingly well, until it doesn't. Then, at best, you lose all your rankings. At the worst, your website gets a manual penalty from Google, which deindexes your site and is A LOT of work to fix.
